The “Three-Year Action Plan for Rural Human Settlements Environmental Improvement” emphasizes improving rural human settlements and building beautiful livable villages. At present, the environmental problems existing in rural areas of China are mainly concentrated on the disposal of garbage and sewage. Therefore, these two aspects have also become the direction of rural human settlements.
As a new blue ocean in the field of environmental protection, the sewage treatment in rural areas is highly concerned by all parties. In recent years, the state has successively introduced a series of related policies, and has also accelerated the construction of sewage collection, treatment and utilization facilities, and promoted rural sewage treatment step by step.
At the same time, due to the unbalanced geographical development in our country, there is a great difference in the way of living and living habits in rural areas. The mode of sewage treatment needs to be adapted to local conditions. For the various characteristics of rural sewage, the main processing modes on the market today are the centralized processing mode and the decentralized processing mode.
Driven by multiple policies and technologies, China's rural sewage treatment has been accelerated and the sewage treatment infrastructure has been gradually improved. The related industry market, the Blue Ocean, is gradually expanding. However, it should not be overlooked that due to many historical reasons, such as large debts and poor financing channels, rural sewage treatment still exposes many problems.
First, sewage discharge standards are to be improved. At this stage, China's rural domestic sewage discharge standards adopt the “Drainage Standards for Urban Wastewater Treatment Plants” (GB 18918-2002) and “Comprehensive Discharge Standards for Wastewater” (GB 8978-1996), etc., and no sewage discharge standards have been established. Because of this, the operation and management of domestic sewage treatment facilities in many villages and towns is difficult to guarantee, and regulatory work has also encountered difficulties.
Second, the funding gap is large. Sewage treatment as a long-term project requires substantial investment. Township governments in most regions are unable to withstand construction and operating costs, and there are no market-based financing channels. In addition, in some regions, only relying on government financial investment, there is a certain degree of heavy investment and light benefits.
Third, lack of long-term operating mechanism. The current village and town sewage treatment stations are mainly managed by villagers and lack relevant environmental protection expertise and equipment operation skills. They cannot solve the problems that usually arise and the sewage treatment results do not reach expectations.
Fourth, the selected treatment process is unreasonable. When some rural sewage treatment technologies were selected, they did not fully consider the economic conditions in rural areas, reuse of recycled water, sludge treatment, and operation and management levels, making it difficult to operate normally after the completion of the project.
Fifth, weak environmental awareness. On the one hand, the local government lacks awareness of the problem of sewage treatment. On the other hand, the villagers have a weak awareness of preventing sewage pollution and are free to discharge various types of sewage on the ground.
Based on the above difficulties, people in the industry pointed out that while developing rural wastewater treatment technologies, it is necessary to continuously improve the management system, and relevant departments from the central government to the local governments must cooperate and exchange information to jointly determine local sewage pollution conditions and formulate effective treatment measures. At the same time, expand the financing channels. When the technology, capital, and management system are all well-addressed, related issues can be solved.
In the specific process of advancement, rural sewage treatment should be adapted to local conditions, be scientifically planned and classified, and establish a long-term mechanism, strengthen management, and explore large-scale, specialized, and socialized operation mechanisms; at the same time, implement good responsibilities and all parties should work together. , co-construction, co-management, co-evaluation, and sharing to form a joint force.
